Under the direction of the Human Resource Director, the Human Resources Assistant Director plans, organizes and manages the Human Resources activities of employee relations, employee records, organization and development, and recruitment operations of the City of Cedar Rapids. In this position, the Assistant Director will have extensive leeway for the exercise of independent judgment and initiative.
Plans, develops, and evaluates the operational processes, procedures and functions for employee relations, labor relations, classification and compensation programs, employee records, organizational development and recruitment activities.
Oversees work of HR staff on organizational structures and staffing requirements
Oversees and attends grievance hearings with the unions, reviews and directs investigations.
Oversees City disciplinary procedures and strategies for disciplinary actions
Creates and administers internship, job shadow and mentorship programs
Administers the development of city wide human resource programs including performance appraisal and employee relations programs
Develops and manages recruiting marketing plan for City employment including identifying markets, brand or diversity awareness, key benefits, etc.
Conducts classes pertaining to the enhancement of leadership/management and supervision skills, organizational development, customer service, and Lean Process Improvement
Revises current training programs and designs and develops guides and manuals required for each program
Develops and administers policies and procedures for work activities, projects, plans and programs
Advises department heads and supervisors on a variety of issues relating to employee relations, organizational development and recruitment, and personnel administration
Past Experience and Training
Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources Management or closely related field
Human Resource Certification or related specialized certification is highly preferred: SHRM-CP, SHRM-SCP, PHR, SPHR, GPHR, CCP or CBP
Extensive experience in human resources management or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work
Three to five years in a leadership role in HR
Labor Relations experience
Team leader who has experience with a variety of employee groups
Communication – written – oral – presentations
