QCR Holdings, Inc., is a relationship-driven, multi-bank holding company. Headquartered in Moline, IL QCR Holdings operates five locally managed and governed charters in three states, supported by a centralized operational team. The company serves the Illinois/Iowa communities in the Quad Cities, Cedar Rapids, Waterloo/Cedar Valley, Des Moines/Ankeny, Rockford, and Springfield through its wholly owned banking subsidiaries. QCRH is also engaged in commercial leasing through its wholly owned subsidiary, m2Lease Funds, LLC located in Milwaukee, Wisconsin.

POSITION SUMMARY

The CIO will define and deliver the IT strategy and operational capabilities across the firm. This leader will set the overall strategy and direction for Information Technology at QCR Holdings and will be responsible for protecting data and achieving cost effective IT operations. The CIO will serve as a transformational IT leader, providing insights to the executive leadership on key technological advancements with relevance to its business, and ensuring that IT considerations remain at the forefront of key firm-wide deliberations. The CIO will lead short and long-term IT planning and oversee the execution of strategic projects for our multi-bank portfolio with different business models and multiple IT systems.

The CIO will be forward thinking and guide long-range planning, recognizing the need for changes and adjustments as needed. This will be done while ensuring successful execution of complex system projects and integration programs.

It is critical for the CIO to build strong and productive relationships with all business leaders, acting as a partner and making IT a business enabler. The CIO will work closely with the executive leadership team to ensure that information technology provides our employees and members with the best banking experience possible. 

KEY RESPONSIBILITIES

  1. Develop an IT vision, strategy and roadmap, and lead the IT team and its business partners in effective execution

  2. Ensure that current and planned technical architecture, investments and solutions are aligned with business objectives, short- and long-term

  3. Proactively create a strategic financial investment plan for transforming IT solutions ensuring that funds are being spent in alignment with the company’s mission and goals and delivering a return on its IT investments

  4. Monitor regulatory environment, participate in industry forums to conduct bench marking and identify areas of focus to ensure compliance

  5. Build strong relationships with business leaders across the company and develop a detailed understanding of their issues, challenges and opportunities

  6. Maintain high standards of performance, including a high level of IT service across all systems to support collaboration with colleagues across the organization

  7. Deploy systems and tools that advance the QCRH mission and goals and increase cost effectiveness while improving the user experience

  8. Prepare and monitor IT operational budgets that meet business objectives and constraints

  9. Assess the IT team and implement an appropriate and effective IT organizational design to support the needs of the company

  10. Hire, develop, evaluate, reward and retain a highly-qualified team of IT professionals

  11. Ensure the organization has strong systems analysis and project management skills and the ability to execute business-critical projects

  12. Establish metrics for measuring business outcomes and managing IT effectiveness

  13. Establish appropriate service levels and the processes to ensure that KPIs are met

  14. Ensure that project commitments are properly planned, staffed, monitored and executed

  15. Establish IT policies and processes

  16. Monitor the industry for developments in IT operations and trends; evaluate and implement relevant new tools

  17. Establish criteria for vendors and ensure proper oversight of service agreements

  18. Formulate and deploy long-term technology roadmap plans for acquiring and enabling efficient and cost-effective information processing and communication technologies.

  19. Where necessary, re-engineer solutions and services to ensure they align with business processes, operational planning and strategic vision

PAST EXPERIENCE AND TRAINING

  1. 15+ years of relevant, progressive experience in IT including a minimum of 5 years in an executive leadership position.

  2. Bachelor’s degree required, advanced degree preferred.

  3. Prior experience as a CIO is preferred but not required.

  4. Cyber Security leadership experience required—CISP or CISSP certification preferred.

  5. Previously worked in a highly regulated environment.

  6. Significant organizational and people management experience.

  7. Demonstrated experience in transformational enterprise-wide programs using cloud-based architecture; enabling improved user experience and self-service.

  8. Successful implementation of large enterprise systems with an established track record of driving and delivering results.

  9. Skilled at hiring and training key talent, building and retaining strong teams.

  10. Experience building collaborative, trusting relationships and comfortable working with colleagues across a range of locations and levels of technology expertise.

  11. Business orientation and acumen with the ability to define and prioritize efforts based on business direction and needs

  12. Broad knowledge of data processing systems, concepts, and methodologies.

  13. Ability to: create a clear strategic vision for IT that supports business objectives, execute on that vision, and flex readily when business circumstances change. 

  14. Demonstrated experience in implementing innovative technology solutions.

  15. Previous experience from a company with at least 500 people.

  16. Comfortable in a changing environment.

  17. Multi-location experience, including multiple states.

  18. Deep operational understanding with ability to translate process workflow into cost-effective user-friendly solutions.

  19. Excellent project management skills; a record of delivering business value on time & within budget.

  20. Must have a working knowledge of or a demonstrated willingness to develop an understanding of QCR Holdings regulatory requirements and processes governing banking and financial institutions.

  21. Strong emotional intelligence with proven ability to develop and manage a progressive IT team.

  22. Ability to develop and make presentations to a diverse audience including the ability to communicate technical concepts to both technical and non-technical audiences.

  23. Demonstrated aptitude for learning new technologies.

  24. Strong negotiation skills and ability to foster positive vendor relationships
